RYAS formed the High Performance Committee in May 2001. This new committee took over the role of the coaching committee. The role of the High Performance Committee is to:
Develop and promote excellence in competitive sailing in Scotland
and the involvement of Scottish Sailing in world class international competition
The HPC has drawn experience from dinghy and squad coaches, squad sailors and parents, windsurfing coaches, keelboat racing, commercial and media sector. All areas of elite sailing are represented on this Committee. The HPC is supported by the work of the High Performance Manager, Roy McCubbin, the Development Officer, Jane Scott and also the Chief Operating Officer, Agnes Barclay.
The committee focuses on the high performance areas of the RYAS Development Plan.
The HPC:
- Assists in the development of an environment in which talented Scottish sailors secure by performance, a significant proportion of places in British Sailing Teams.
- Encourages and assists, wherever possible, individuals who have the potential to achieve conspicuous results in international competition in appropriate disciplines.
- Ensures the development of the sailing skills of those who have the potential to be elite sailors, by means of a squad system, regional squads and / or other mechanisms.

Gives guidance to RYA and RYAS on policies with respect to performance sailing.

Ensures integration of the various strands of the RYA and RYAS activity, which relate to performance.

Safeguards the position of Scottish competitive sailing in the wider UK scene.

Ensures grants from sportscotland are awarded and a boat replacement scheme continues to support Scottish Sailors.

RYAS has successfully engaged with class associations. RYAS Class Association Grants were used to run training weekends, this activity will continue in 2007 and be administered by the Racing Committee.
The committee meets 5 times per year and takes forward elite sailing under the guidance of the High Performance Manager. Committee members, due to their background and involvement in sailing are actively supporting high performance in Scotland, and hopes their efforts have supported Scottish sailors on the UK stage.
The HPC is keen to attract all elite sailing interests and will welcome new members throughout 2007.
